City council to launch Penkhull 20mph trial as part of road safety drive

Penkhull is set to become the site of Stoke-on-Trent’s first experimental 20mph zone. Launching this February, the six-month trial aims to slash vehicle speeds, improve air quality, and boost safety for residents and pedestrians.

Stoke-on-Trent City Council is improving road safety in Penkhull by trialling its first 20 miles per hour experimental zone.

It follows concerns raised by residents and elected members about vehicle speeds and road safety in the area.

The scheme will introduce a 20mph speed limit on several roads across the area through an Experimental Traffic Regulation Order (ETRO)

By slowing traffic, it aims to reduce the risk and severity of road traffic collisions, improve air quality and create a safer environment for residents, pedestrians and cyclists.

The new speed limit is expected to come into force from Monday 9 February 2026, once all signs and road markings are in place.

The experimental order will run for an initial six months, during which the council will monitor its impact.

Feedback from residents, businesses and road users will be considered before any decision is made on whether the scheme should become permanent.

The council will write to households in the affected area with details of the scheme and how to submit any comments and feedback.

Anyone who wants to comment on the experimental order can do so in writing up until 9 August 2026.

Details of the scheme, including the roads covered and how to provide feedback, are available via the council’s public consultation portal.
